Use a separate bot for public announcements (different from your order notification bot). Create one via @BotFather.
Add your announcements bot to the group, make it admin. Use getUpdates to find the chat ID (starts with -100 for supergroups).
For groups with topics enabled. Right-click a topic → Copy Link, the number after the last "/" is the topic ID. Leave blank for General.
